Finland has a very attractive policy framework for attracting FDI – outperforming the rest of the EU – but so far, Finland hasn’t been able to transform this favourable policy framework into significant FDI inflows.

That is one of the conclusions from our FDI Attractiveness Scoreboard developed for The European Commission.
