Our paper, “Can the Postal Market Afford Affordability? How to Assess It?” in which we discuss these questions is now published as part of the book “The Changing Postal Environment: Market and Policy Innovation”.
In the context of declining letter volumes, we examine in the paper how postal operators and regulators have recently assessed the question of letter affordability and whether letter mail affordability is still a relevant concern. We find that letter affordability is considered a shrinking problem in many EU countries. We further investigate how the discussion may evolve in the future regarding parcels.
