Copenhagen Economics was asked to assess the consequences of removing or significantly restricting the so-called article 5.2, which provides incentives for private rental property owners to renovate the building stock.
We find that article 5.2 serves a valid purpose, and that removing it can lead to reduced improvement and quality rates in rental apartments, reduced pension asset values, reduced fiscal revenue, and a loss of asset values for cooperative residential housing.
