Copenhagen Economics has conducted a study on the German experiences with tendering of regional passenger trains for the Danish Competition and Consumer Authority.
The main conclusions are
- Around half of regional passenger train kilometres in Germany are awarded through competitive tendering – and the share is rising
- Competitive tendering in Germany has led to significant savings, typically 20-30 per cent, in the form of lower subsidies to operators
- Passenger satisfaction is typically high for the new operators – often higher than for the incumbent operator Deutsche Bahn
