Copenhagen Economics was commissioned by Vinnova – the Swedish Governmental Agency for Innovation Systems – to produce an explorative report on public procurement and innovation in health care. We found that there could be further innovations in health care providing that governments promise to buy them. Such innovations could benefit users and lower treatment costs.
We concluded that the public sector has an important role to play as a partner to commercial interests in achieving those innovations which would otherwise not materialise.
