Risk for high price levels on building material in Sweden

Recently, a special investigator, appointed by the Swedish government, published a report on how to increase competition in the construction sector. One of the investigator’s main tasks was to determine how ownership structures within the construction sector might affect competition.

The report concludes that while market concentration in most parts of the sector is low, this is not the case for strategic inputs and housing project development. In these segments, the concentration is high, which could lead to lower competitive pressure and higher prices on building material.  

On behalf of the special investigator, Copenhagen Economics analysed the extent of horizontal and vertical integration as well as other ownership structures within the construction sector, and how these might affect competition.
