VOLUNTARY COMMITMENTS IN TELECOMS: FLIGHT OF FANCY OR A SAFE STEP TOWARDS DEREGULATION?

VOLUNTARY COMMITMENTS IN TELECOMS: FLIGHT OF FANCY OR A SAFE STEP TOWARDS DEREGULATION?

April 29, 2021

Copenhagen Economics are excited to announce the launch of the first in a series of articles exploring the most significant topics in the telecoms industry today.

In this paper, our expert team of Tuomas Haanperä, Serafino Abate and Bruno Basalisco explore how Voluntary Commitments can indeed work, but require careful assessment and design in order to do so effectively. They look at how regulators and operators should carefully evaluate the pros and cons of voluntary commitments in terms of prices, and how such commitments fit with other obligations under the telecoms’ framework, like cost orientation and non-discrimination. Concerns about over exclusionary or exploitative competition concerns are also discussed.
