The European Commission states that the Digital Services Act (DSA) aims to “foster innovation, growth, and competitiveness”.
However, proposed rules could reduce the ability or incentive to use personalised (or targeted) ads – and this would cut off a crucial marketing channel for advertisers (including SMEs and non-commercial organisations) whilst also leaving both publishers and consumers worse off.
In our recent study commissioned by Google, we find initial estimates that disproportionate DSA regulation reducing the use of personalised ads could harm the EU economy by up to €106 billion per year, or €237 for every EU citizen.
