Serafino has more than 15 years of international experience working in telecom and digital markets as an economist and public policy specialist. He has great expertise and experience in competition policy from both the public and private sector.
Prior to joining Copenhagen Economics, Serafino worked seven years with the UK regulator Ofcom, leading market enquiries and policy projects, followed by a few years of public policy experience in Brussels at ETNO and CERRE. More recently, Serafino was in charge of competition economics and policy at the GSMA, the global association of the mobile industry, and has advised on regulatory issues for the Mobile Ecosystem Forum.
Serafino holds an M.Sc. in Economics from the University of Bristol and a degree in Industrial Organisation from the University of Florence.
