NEP 2.0 - A new grid development plan for the future

German TSO TenneT has the difficult task to plan an efficient and well-functioning transmission grid for the future. Doing so, TenneT faces – like many other European TSOs – two main challenges: Firstly, the future energy mix will increasingly be based on volatile renewable sources located often far away from the consumer. Secondly, there is high uncertainty regarding the key drivers of grid investments such as the availability of new technologies in the future.
The planning of the transmission grid in Germany takes place under the framework of the German grid development plan (Netzenwicklungsplan NEP), which is – as we find in our study – in its current form not fit for those future challenges. The TSOs must be able to plan an efficient infrastructure that supports the Energiewende without being overdimensioned, and for that, Germany needs a reformed framework: a NEP 2.0.
In our study, we analyse the weaknesses of the current German transmission grid development plan and make recommendations for reform.
