A policy report commissioned by Almega, an employer and trade organisation for the Swedish service sector. We find that public procurement may stimulate growth and jobs – which seldom is highlighted in the public debate. Exposure to competition may work as a catapult for the creation of new firms. New services can be created and the companies may enter new markets.
