Auction design and implementation, multi-band 5G spectrum auction

We were tasked by AKOS to support them in the design and implementation of a multi-band 5G spectrum auction, balancing various policy objectives such as ensuring competition and achieving an economically and technically efficient allocation.

We identified together with AKOS their policy objectives and, using auction theory and our experience, developed the auction framework that best balances these objectives.

There was a thorough consultation process, evaluating inter alia spectrum caps, set-aside rules, discussion of auction format, detailed auction design choices, etc.

We produced:

  • An overall auction design report

  • Contribution to the information memorandum (i.e., describing the detailed auction rules) and consultation process (responding to operator input and suggestions)

  • The custom-built software interface used for the auction (provided via our partners (Innovative Auctions)

  • Input and assistance in relation to the implementation and execution of the auction

Employing an eSMRA format, the auction run efficiently and concluded successfully after 7 days with all spectrum being sold.
