Can public procurement spur innovation in health care?

An explorative report commissioned by Vinnova, The Swedish Governmental Agency for Innovation Systems. We find that there can be more innovations in health care if governments promise to buy them. Such innovations can benefits users and lower treatment costs. We conclude that the public sector has an important role as a partner to commercial interests in achieving the innovations in health care that otherwise would not materialise.
